Dear Mr. Grier:

On October 20, 1978, in accordance with 10CFR50.55(e) we reported verbally to Region 1 a deficiency with the installation of Cate-gory I Powerstrut, Unistrut, and Power Engineering channels and nuts. This letter serves as our 3C-day written report of this deficiency.

DESCRIPTION OF DEFICIENCY The deficiency associated with the installation of the Powerstrut, Unistrut, and Power Engineering channels and nuts can be broken down into two distinct parts as follows:

1. The first part of the deficiency consists of the use of imoroner nut sizes with the installed embedded channel.

The 2000 pound per linear fcot capacity channel manu-factured by Unistrut/Powerstrut is smaller and uses smaller nuts than does the 4000 pound per linear foot capacity channel manufactured by Power Engineering Co.

(Pt 50N). Above Elevation 40 in the reactor building where there is a combination of Unistrut, Powerstrut, and Power Engineering channel, the smaller Unistrut/Powerstrut nuts cere being used in the larger Power Engineering PT 50N channel. These smaller nuts were used to install pipe, duct, instrumentation, and electrical supports and the capacity of the smaller nuts in the larger channel may not be adequate to caet the design of the installed sup-port.

2. The second part of the deficiency consists of designing to the higher capacity channel in some cases while 79010500 55

November 17, 1978 Mr. Boyce Grier Page 2 actually installing the lower capacity Unistrut/ Power-strut channels. This problem only occurs above Ele-vation 40 in the reactor building since below Elevation 40 only Unistrut/Powerstrut channels were installed and the lower capacity of these channels was used in the design of hangers in these areas. Elevation 40 through 63 in the reactor building contain embedded channei of both caoacities (2000 or 4000 counds per linear foot),

Elevations above 63 have essentially all 4000 pound per linear foot capacity embedded channel. The mechanical design effort assumed that the higher capacity channel (4000 pounds ner linear foot) was used in all areas above Elevation 40.

Therefore, there may be some hangers between Elevations 40 and 63 installed in the lower capacity Unistrut/

Powerstrut channels which were designed for installation in the higher capacity Power Engineering PT 50N channel.

CORPICTIVE ACTION A 100 nercent insnection of all installed pipe and duct supports for installation of proper nut sizes and installation in correct channel will be conducted. If an incorrect nut size was used in the "as installed" hanger, the nuts will be removed anc the cor-rect nuts installed. If the hanger is installed in the smaller Unistrut/Powerstrut channel above Elevation 40, the "as installed" hanger will be analyzed using the lower capacity. If adequate, it will be accepted as is. If the "as installed" hanger is not adequate, the hanger will be nodified to meet the design criteria.

Also a 100 cercent inspection of all installed instrumentation and electrical supports for installation of proper nur sizes will be made. No inspection of the channels will be made other than to verify the correct nut sizes as all electrical and instrumentation supports were designed assuming that the lower capacity channels would be used. For hangers installed with i= proper nuts, testing will be conducted to determine the load carrying capacity of the Power Engineering PT 50N channel with Unistrut/Powerstrut nuts.

If this testing indicates that the combination above can teet the design loads with an adequate safety factor, then the hangers so installed will be accepted. The final corrective action on the instrumentation and electrical supports will be submitted in 90 days.

CORPICTIVE ACTION TO PPIVENT RECUPRENCE A 100 oercent insoection of all cine and duct sunoorts will be

conducted prior to final acceptanc'e of each hanger to verify

installation of proper nuts and installation in adequate capacity channel. Corrective action to prevent recurrence for instrumen-tation and electrical supports will be submitted in 90 days.

DATE OF FULL COMPLIANCE We estimate that all installed hangers will be in full compliance with the design criteria and any modifications required will be implemented by January 1, 1980.
