Thank you for your letter of November 30, 1978 with your additional thoughts on the matters we discussed at our meeting on Tuesday, November 28, 1978.
I enjoyed the opportunity to meet with you and your colleagues and appre-ciated the informative presentation which you provided to us. Your views will, of course, receive careful consideration by the NRC Staff in the formula-tion and presentation of its position in the proceeding concerning the proposal of the Power Authority of the State of New York (PASNY) to build the Greene County Nuclear Power Plant at Cementon, New York.
I would like to reemphasize two of the points that I made during our meeting.
As you know, the NRC Staff's appraisal of the suitability of the proposed site will be contained in its Final Environmental Statement. This document, which is nearing completion, will incorporate all relevant informa. tion available to us.
Should you have additional factual matters to bring to our attention, you should do so at the earliest practicable date.
You have expressed the hope that the differences between Lehigh Portland Cement Company (LPCC) and PASNY might be resolved amicably before the lengthy hearing process could be completed. Commission regulations (10 CFR
$2.759) expressly recognize that the public interest may be served through the settlement of particular issues in a proceeding. Toward that end, I wish to repeat my offer to make all reasonable effort to facilitate discussions between LPCC and PASNY, if either you or PASNY believe such efforts would be helpful.
I previously advised you that the minutes of our meeting would be made avail-able to narties to the Greene County proceeding and placed in the Commission's 790105 0 053 A

Heidelberg is not anti-nuclear. Heidelberg is a heavy user of electricity.
Greene County plant and Lehigh plant cannot coexist.
Lehigh recognizes that delay in GCflPP means higher costs.
Lehigh asked fiRC to be catalyst in resolving matters between PASilY and Lehigh.
B.
Mr. Shapar:
Staff is a party.
Licensing Board and Siting Board are decision-makers.
Issues raised by Heidelberg could come into pro-ceeding under flEPA.
Socio-economic impacts will be weighed in cost /
benefit analysis. February 1979 is tentatively projected date for FES.
C.
Mr. Green:
Explained options available to Lehigh. Lehigh wants to be able to move ahead with decisions on Alsen Plant's future as soon as possible.
D.
Mr. White:
PASNY and Lehigh meeting on 11/29/78 in New York City.
Dollar settlement between PASNY and Lehigh could be part of any condemnation award.
E.
Mr. Shapar:
Staff would be willing to use its good offices to facilitate, to extent appropriate, PASNY - Lehigh efforts to reach settlement. Has Heidelberg made firm decision to close Alsen if GCNPP is licensed?
F.
Mr. Schuhmacher:
No.
G.
Mr. Shapar:
Any information Lehigh wants to bring to Staff's attention, should be brought to our attention promptly.
If information is proprietary, appropriate application should be made.
