Dear Mr. Cochran:
We have taken the Memphis State University (MSU) Technical Specifi-cations (T.S.) (T15UTS) that we sent you June 16, 1978, and modified it to include your comments regarding periodic dismantling of the core and comments from Catholic University of America and University of Utah.
We believe these modified T.S. will provide better flexibility while maintaining adequate controls. Attached is a copy of these T.S.
to guide you in resubmission of your T.S.
Guidance for emergency planning for research reactors has been under development for some time now.
The results of this are a proposed NRC Regulatory Guide 2.XX, " Emergency planning for Research Reactors" and a final draf t ANS 15.16, " Standard for Emergency Planning for Research Reactors." We are using these documents to ensure the criteria of Section IV of Appendix E to 10 CFR 50 has been met.
Therefore, to assist you in the preparation of your emergency plan, we are forwarding copies to you.
You are requested to resubmit the foregoing within 60 days.
