Dear Mr. Olsen:

We have reviewed your physical security plan for the Lynchburg Research Center (LRC) and the latest revisions submitted June 2,1977 and June 23,1978, as part of the license renewal process for License No.

R-47, for tne Lynchburg Pool Reactor (LPR).

Our review consisted of deternining if the revisions decrease the effectiveness of the security plan pursuant to 10 CFR 50.54(p) and an evaluation of the ccmplete plan with revisions. The recurity plan consists of the basic document dated August 23, 1978 and entitled "Lynchburg Research Center Reactor Security Plan" and revisiens dated as follows:

May 19,1976 September 21, 1976 October 22, 1976 April 15, 1977 June 2, 1977 June 23,1978 Our evaluation of the revisions shows they do not decrease the level of protection and are acceptable. An evaluation of these tvisions is on

From our evaluation in conjunction with the license renewal, we have determined the level of protection afforded by the provisions of the security plan is acceptable for the protection of both the LpR and the CX-10 reactors.
