PROCEDURES FOR PEGIOPAL I"PLEMENTATION OF OPEP1sTOR LICEt SING FUICTIONS In accordance with the fMC Examiner's Standards, the Regioaal Adninistrator shall ensure that the following activities are accomplished:
1.
Process all operator 6nd senior operator applications, including reneual applications, and issue licenses or deny applications in accordance with guidance and criteria established by IMP..
Devia-tions frtn or waiver of criteria shall be approved ay the Chief, OLR,FRP.
2.
Process all instructor certifications, including renewal certiff-cations, and issue or deny certifications in accordance with guidance and criteria established by fMR that relate to operator licensing.
3.
Prepare, administer and grade all examinations relating to certi-fications and licenses described in paragraphs 1 and 2 above followinn criteria and outdance prot 'ded by H"P.
4 Process all appeals of license denials and requests for hearings relating to certifications and licenses described in paragraphs 1 and 2 ebove, in accordance with 10 CFP, Part 2 and in coordination with DELD and/or the Regional Counsel as appropriate.
5.
Handle correspondence relating to operator licensing functions, including FOIA renuests.
6.
Meet with industry representatives to discuss matters related to operator licensing, and advise tiRR of such meetings to permit participation if desired.
7.
Assist in preparation of reparts and papers that may affect
!!PR policy, practices, procedures and programs related to the operator licensing gr ' r.vi.

Provide an annual evaluation report to ffRR of activities which are the sub.iect of these Procedures, including reconnended changes to the program.

Provide the staffing allocated to achieve the operator and senior operator licensing functions herein assioned in accordance vdth the FY 1983 and FY 1984 sr hedule for transfer of functions contaF ed in the EDO integrated regionalization plan.
13.
Forecass quarterly travel planc for conducting examinations. The Regional Section Chief will sutnit these forecasts to l'RR for infomation and as the basis for requests for contractor exaniner assistance in FY 1983.
' tR will provide guidance and criteria to the Regional Administrators to define
-i operator licensing program direction by appropriate nodifications to these Procedures for Pegional Implementation of Operator Licensing Functions and the !!RC Examiner's Standards.
NRR will:
1.
Establish and maintain:
a.
The grade criteria for passing the written examinations and the criteria for passing the sinulator examination and/or oral er.anina tion.
h.
The scope and fomat of, and procedures for, the administration of written, oral and simulator examinations, c.
The requirenents for reexamination for those uho fail examinations, d.
The procedures for processing license applications.
c.
The procedures for processing appeals of licensing denials and reauests for hearings.
?.
Provide in FY 1983 for the proper relief or augmentation of the regional examiners through use of ffRR exminers and contracted examiners assigned to fMR in accordance with the EDO integrated regionalization plan schedule.
3.
Coordinate with the Regional F.dninistrator, or his designee, any special tasks required to be perfomed in the Region regarding the operator licensing program.

Provide the Pegional Sections with copies of correspondence and encmoranda that have a bearing on interpretation of criteria or on actiors associated with the assigned licensing functions.
