SUBJECT:
SAFETY EVALUATION REPORT - PILGRIM NUCLEAR POWER STATION UNIT 1 - EVALUATION OF TECHNICAL SPECIFI-CATION CHANGE REQUESTS (TAC 11916)
The Plant Systems Branch has reviewed the Boston Edison Company's submittal of July 6,1979, in which the licensee requested amend-ments to Facility Operating License DPR-35 to incorporate changes to the Technical Specifications for the Pilgrim Nuclear Power Station Unit 1.
The amendments proposed changes to the Technical Specifications that are collactively known as " Proposed Change No. 4."
Eight specific changes are proposed, however, only 3 of these ( Attachments A, E, and G) fall within our area of responsibility. Consequently, only Attachments A, E, and G to the July 6,1979 letter are addressed in this memorandum.
Based on our review, we conclude that the licensee has not made a sufficient showing in Attachment A to demonstrate that the proposed change to the APRM calibration procedure satisfies the requirements of IEEE Std. 279-1971. Accordingly, we reconmeno rejection of the proposed change in APRM calibration procedures. We have also concluded that the changes proposed in Attachments E and G satisfy IEEE Std. 279-1971 and are therefore acceptable.
