NUCLEAR REGULATOHY COMMISSION WASHINGTON, D. C. 20555
%; @ ]
NOV 7 1979 Memorandum to:
The File From:
R. Neal Moore, Senior Licensing Officer Office of International Programs
Subject:
PROPOSED AMENDMENT TO IMPORT LICENSE ISNM79018 AMENDMENT NO. 1 On October 15, 1979, Import License ISNM79018 was issued to Transnuclear, Inc.,
authorizing the import of 20,000 kilograms of uranium in the form of uranium hexafluoride (UF )-
6 On October 19, 1979, Transnuclear requested an amendment to its license to increase the quantity by 5,000 kilograms of uranium. This would bring the total material authorized for import under this license to 25,000 kilograms of uranium enriched to 1.15" U-235.
As in the case of the material originally covered under ISNM79018, the additional material is in the form of UF6 and will be used as enriched feed for DOE contract UES/EU/39.
The incremental fuel will be packaged in the same type cask (certificate number USA /4909/B()F and USA /6273/AF) and transported in the same mode as that under the basic license.
Aside from an increase in the quantity of material, the proposed amendment represents no material change from the considerations which governed the approval of the basic license.
The staff finds, therefore, that the proposed amendment conforms with statutory requirements, that it will not be inimical to the ccmmon defense and security or constitute an undue risk to public health and safety and will have no significant environmental impact associated with it.
