EXPEDITED RULFiAKING ON EMERGENCY PLANNING To assist the staff in drafting a proposed rule, attached are my sug-gestions as to the fona the rule should take.

The proposals are keyed to the questions in the Federal Register notice.

To reduce public radiation exposure, including taking such actions as evacuation.

The current documents lack sufficient detail for local governmer.ts and are weak in the linkage required between licensee, local anc s: ate government, and the Federal Governmenc.

Six months after adoption of final rule it should be the con-currence criterion for all operating plants.

Yes.

Immediately, with respect to existing guidance.

After final rule is adopted, current guidance will remain acceptable for six months, when approval will be with respect to final rale.

5.

Yes, and to assist in developing planning and operational staff.

Although Federal funds should be provided initially to get an adequate effort underway, particularly at the local level, fundirig should be in the rate base as soon as possible.

6.

Yes, at least quarterly for licensee staff and a test of off-site communications systems and, at a minimum, once a year for licensete, local, State, and Federal agencies.

The annual effort :hould be run by the appropriate State emergency office.

7.

Annually, by the State emergency office using the licensee's biliiing system.

The extent of the information should be decided on by the State and local emergency planning officials, 9.

The criteria for notification of the NRC should be f,uch that wc gjet alerted for events (such as ECCS initiation) for which State and local governments are not notified.

(We will use these as possible symptomatic signals.)

Public notification should bit by a local official, but whether State; couuy, or metropolitan depends on site.
