Zion Station Unit 2 Proposed Change to Facility Operating License No. DPR-48 NRC Docket No. 50-304
Dear Dr. Denton:
Pursuant to 10 CFR 50 59, Commonwealth Edison Company hereby rec.uests a change to Operating License No.
DPR-48, Appendix A, Technical Specifications.
The purpose of thie amendment is to revise the Zion Unit 2 Control Rod Insertion Limits.
Attachment I to this letter contains the proposed Technical Specification change.
The basis for this change follows.
( Attachment I) proposed Technical Specification change The 5
modifies the Zion Unit 2 Control Rod Insertion Limits such that they are identical to the Zion Unit 1 values.
The revised limits meet the following criteria for the present Unit 2 cycle (Cycle 4):
i 1.
The shutdown margin is maintained for the control rods at the revised in-sertion limits; 2.
The Technical Specification limit on the enthalpy rise hot channel factor, F AH is maintained for rod positions allowed in normal operation; 3.
The consequences of an ejected control rod assembly from the revised insertion are within design limits; and 4.
Statically misaligning a control assembly will not violate the thermal design basis with respect to DNBR.
Thus, the Zion Unit 2 Cycle 4 reload analysis remains valid since all the affected values have been determined to be con-servative with respect to the revised limits of Attachment I, In addition, the total peaking factor during contral maneuvers with the revised limits will be no greater than that with the current limite.

For each Zion reload fuel cycle, the rod insertion limits are reviewed with the above criteria to verify that I
either they are applicable or require modification.
The proposed insertion limits, which are currently being used in the Zion Unit 2 Cycle 5 reload analysis, have been judged applicable for succeeding cycles, i.e.
bounding.
Less re-strictive limits may be applicable for future cycles.
- However, in lieu of modifying the plant license each cycle the revised limits of Attachment I will be used provided that they meet the criteria stated above.
If the criteria are not met, a new set of rod insertion limits will be selected and verified, thus necessitating a license modification.
Since Zion Unit 2 Cycle 5 which is currently scheduled to commence operation in Spring 1980 will utilize the revised insertion limits contained herein, Commonwealth Edison requests the NRC Staff to review and approve the proposed change by March 1, 1980.
The proposed Technical Specification change (Attach-ment I) has been reviewed by Commonwealth Edison On-Site and Off-Site Review with the conclusion that there are no unreviewed safety questions.
Pursuant to 10 CPR 170, Commonwealth Edison has I
determined that this proposed amendment is a Class II Amendment.
As such, Commonwealth Edison has enclosed a fee remittance in
{
the amount of $1,200.00 for this proposed amendment.
The basis for this fee determination is that the proposed change is
(
administrative in nature and, as described herein, does not have any safety or environmental significance.
In addition, a similar request was granted for Zion Unit 1 in August 1978.
