This letter represents a noncompliance report as required by Part II, paragraph.
A.2 of the above referenced permit.
On Monday, J_uly_ 3_0,, _19 7 9,,
routine sampling of sample point 01A, specifically the Laundry Waste Effluent, resulted in a violation of the oil and grease limitation.
Analysis on this date gave a result of 21.6 mg/1. Further analyses gave results of'28.4 and 25.9 mg/1. Permit limits are 15 mg/l daily average and.20 mg/l daily 3 mg/l &
Under separate cover we are forwarding the result.; of a series of tests that we committed to in response to Administrative Order Docket No. VI-79-ll6. We feel that these results support the change we would like to make to bring this sample stream into consistent compliance with the NPOES guidelines.
Further, we have arranged to meet with members of your Compliance and Quality Control staff to review our findings and answer whatever questions they may have.

This letter represents a noncompliance report as required by Part II, pa.ra-graph A.2 of the above referenced permit.
o On Monday July 30, routine sampling and analysis of sample point OlA, specif-cally the turbine building sump drain, resulted in a violation of the pH limitation.
The pH reading was(TOII)uhile pH limits are 6.0 - 9.0 S.U.
Investigation of this violation has traced the high pH uster to the unit 2 makeup demineralizer (NEDT).
In the regeneration cycle for this unit, chemical addition of strong acid and caustic is followed by slow rinses to clute these strong chemicals to a holdi.ng tank for neutralizction.
Following the slow rinses, fast rinses are applied to clute the last traces of the strong chemicals to the holdinr, tank.
After several minutes into the fast rinse cycles, flow is diverted from the neutralizing taak to the build-ing sump systen.
If flow diversion occurs too soon, high or low pH water can be routed to the sump system. The duration of the fica being directed to the holding, tank is automatically controlled by tjeers. The timer duration must be manually de-termined thru trial and error by pH monitoring in the bulding sump.
k'c have experienced a pil excursion of this type at least once before and felt that we had corracted the.prublem at that time.

C1.-151 We are now in the process of repeating the procedure of monitoring the cycles for pil to ascertain needed ciner duration for fluw directed to the neutralizing tank.
L' hen this is accomplished and barring any future equipment malfunctions, vio-lations from this source should not occur.
Further, when the plarned modifications to the oil-water separator are finished (see letter dated July 27, 1979 Cavanaugh to EPA) th'e capability will exist to hold up for neutralization any aid all sump waters outside the pH limits.

Dear.Mrs. Harrison:
This letter represents a noncompliance report as required by Part II, paragraph A.2 of the above referenced permit, On Thursday, September 20, 1979 routine sampling of sample point 01A a,pecifi-cally the Laundry Drain Effluent, resulted in a determination of 7.6 mg/l oil and grease. Permit limits are 15 mg/l average and 20 mg/l maximum.
On September 3,1979, oil-absorbing pillows were placed within the ANO laundry drain tanks. These pillows are designed to float on the surface of the waste water and absorb floating oil.
In view of the most recent sample, these pillows are no longer polishing sufficient oil from the waste wate:
They are scheduled for removal and examination to determine whether they have become saturated with oils, or whether they have been merely non-functioncl.
A surface oil skimmer manufactured by 011 Ski =mers, Inc. is being evaluated for use in the laundry waste tanks. The manufacturer claims that several of these units are in successful operation at commercial ':undries nationwide. This evaluat' ion will be completed by October 31., 1979.

On Tuesday, September 4, 1979, routine sampling of sample point OlA, ifically the Turbine Building Sump, resulted in a determination of s

Permit limits are 6-9 pH units.
Investigation reveals that the cause of this violation is rinse water from the regeneration of our Unit 2 makeup deminerali:er (MUDI). Such a violation could occur because the design of this demineralizer restricts the regenerant effluents going to the neutrali:ation tank to the strong scid and caustic chemical additions, the slow rinses associated with these, and the first several minutes of the acid and/or caustic fast rinse.
All other regenerative effluents, including the latter portions of the acid and caustic fast rinse are discharged to the Turbine Building Sump via the equipment floor drains.
The regeneration process is controlled by a series of timers which are sequentially triggered. The plant chemistry group has completed a study designed to provide conceptual guidance for a means to m'odify this system.

This will necessitate rerouting some wiring and possibly the installation of additional timers. This work is expected to be completed in November, 1979.
This should eliminate the occurrence of violations attributable to this source.
