General Design Criterion No. 3 for fluclear Pcwer Plants (Appendix A to 10 CFR 50) reads in part:

" Fire detection and fighting systems of appropriate capacity and capability shall be provided and designed to minimize the adverse effects of fires on structures, systems and components important to safety."

The reference to " fire fighting systems" includes manual fire fighting capability.

Branch Technical Position 9.5-1 and its Appendix A state that a plant

"...should be self-sufficient with respect to fire fighting activities and rely on public response only for supplementai or back up capability."

4.

Minimum fire brigade shift size was not specified in BTP 9.5-1, or its appendix, because at the time those documents were written, the staff felt that they had insufficient knowledge and experience to specify minimum brigade shift size.

5.

The staff and its consultants have since concluded that the fire brigade shift size should not be less than five fully trained individuals who will have no other duties in case of fire emergency in safety related areas.

This conclusion is based on numerous plant inspections and evaluation of fire protection programs for a wide variety of plant types 7 $ [)

A majority of the operating plants have committed to maintaining minimum fire brigade shift size of five.

However, several of the operating plants are not willing to commit to a minimum fire brigade shift size of five.

Substantial staff time and effort are being expended arguing the need for a five-man fire brigade at each of these plants which have refused to commit to five members per shift.

Eliminate need to justify fire brigade size at public hearing for each plant that has not agreed to maintain at least five for each shift.

Assure uniform compliance with the staff's position.

3.

Increase efficiency of the staff in present fire protectica review process of operating plants and future licensing activities.

4.

Provide applicants with minimum acceptable requirements for fire brigade size and remove possible confusion and uncertainty.

Safety to the public is increased due to increased reliability of 5.

the fire brigade to be able to cope with potential fires in safety related areas.

Also, the improved fire fignting capability of the fire brigade may be able to reduce the costs of fires,in other than safety related areas, that are passed on to the customer.
