NRC BULLETIN 79 POTENTIAL FAILURE OF EMERGENCY DIESEL GENERATOR FIELD EXCITER TRANSFORMER

Dear Mr. Grier:

The FitzPatrick plant staff has completed its review of the subject bulletin and the results of that review are presented below in the same order as indicated in the bulletin.

1) a) A review of the Bruce GM Diesel Instruction and Parts Manual a7d the JAFNPP electrical elementary drawings shows no location where low KVA rated transformers used in the static exciter and voltage regulator are connected to the neutral or station ground on the primary side of the transformer. With the exception of one such saturable transformer for each emergency diesel generator located in the high voltage section of the exciter, all of the transformers are made up in an "open delta" configura-tion.

A physical inspection of one emergency generator has been conducted to verify that the actual installation and the related drawings are in agreement. Based on this inspection and the review of the drawings, the FitzPatrick Plant staff has reached the conclusion that the subject bulletin does not apply to the emergency diesel generators inst alled at the FitzPatrick Plant.

b) The FitzPatrick Plant staff was notified on October 8,1979, by the emergency diesel generator vendor that a review of their records had resulted in the conclusion that the: subject bulletin does not apply to the emergency diesel generators installed at the FitzPatrick Plant. Specifically, the vendor noted that the excitation power transformer (EPT) referenced in this Bulletin is an Electro-Motive Division product that is not installed at the FitzPatrick Plant.

NRC BULLETIN 79-23 Page 2) The FitzPatrick Plant staff has reviewed the records of factory and pre-operational testing conducted on the emergency diesel generators. This review indicates that the following testing was conducted with satisfactory results:

a) Factory Tests - 2 Hours at Full Load and 1 Hour at 110%

of rated load. No long duration (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or more) test was conducted.

b) Pre-operational Testing - 1 Hour at Full Load Test and 2 Hours at 110% Load. No long duration (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or more) test was required and none was performed.

In addition to the above listed testing, it should be noted that the FitzPatrick Plant routinely tests the emergency diesel generators at full load for a 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> period each month i, accord-ance with the requirements of Technical Specifications ano on several occasions, the emergency diesel generators have been operated for periods of several days (at somewhat below the full load rating). In each case, voltage and frequency requirements have been maintained and no iridication of any cooling system mal-function or inadequacy has been evident.

In view of these findings, the FitzPatrick Plant does not consider that a long duration (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or more) full load test designed to demonstrate that circulating currents will not cause damage to excitation and control power transtormers is warranted and therefore none is scheduled.
