SUMMARY

OF JULY 19, 1979 MEETING ON SITE GE0 LOGY AND SEISMICITY On July 19, 1979 the NRC staff met in Bethesda, Maryland with Consumers Power Company (the applicant), Bechul, and consultants to discuss the geology and seismicity of the site for Midland Plant, Units 1 and 2.

Attendees are listed in Enclosure 1.

The Midland Plant, which is approximately 62? complete, has been designed and constructed to a seismic acceleration value of 0.12g for the Safe Shutdown Earthquake. This value, approved by NRC and USGS during the review for con-struction pernits, is based upon the plant being located in the Michigan Basin Tectonic Province. During its more recent review for cperating licenses for fiidland and other plants in the region, the staff has expressed concern as to whether sufficient evidence exists to justify sept 'ation of the Michigan Basin from the larger Central Stable Region Tectonic Province for which a higher g valuehasbeenassociated.1/

It is the applicant's position that the Michigan Batin possesses sufficiently distinctive geologic and seismic characteristics to.instify its treatment as a separate tectonic or seismo-tectonic province for f.ne purpose of evaluating the Safe Shutdown Earthquake at the Midland site. In support of this po*: ion, the applicant described results of a statistical test using eart quake at :t city rates in several subareas of the Central Stable Region compared to the Michigan Basin. The applicant will sunmarize this test in a future.~SAR amendment responding to staff request number 361.7. The applicant finds that significant differences in seismic hazard characterization within the Central Stable Region exist and that the Midland site area is among the areas within the Central Stable Region characterized by the lower hazard levels.

OCT 161979 The applicant also finds the Michigan Basin to be geologically distinguishable i.cm the remainder of the Central Stable Region. An overview of the Michigan Basin and details of tectonic history was presented by the applicants consultants, Dr. James Fisher of Michigan State University. The presentation cited some contradictions within the Central Stable Region. Dr. Fisher concludes from his review that the Central Stable Region is not a single tectonic province and should be subdivided.

Consumers Power Company is also engaged in the distribution and sale of natural gas, and therefore utilizes geological data from Michigan's oil and gas industry.

Mr. Bill Mantek of Northern Michigan Exploration Company presented an overview of data available from this information source.

Following the applicants presentation, the staff observed that the critical features for the Michigan Basin do net appear to be sufficiently distinct to justify consideration of the Michigan Basin apart from the Central Region.

The absence of a distinct contrast with the Illinois Basin, for example, was cited. The staff suggested that siace the meeting failed to sufficiently establish that the Michigan Basin was a distinct tectonic prcvince, the appli-cant might consider demonstrating that the level of seismicity is lower near the Midland site. The staff also referred the applicant to the site specific spectra studies being perfomed for the Sequoyah OL review-and the ralated Systematic Evaluation Program as alternative approaches ta demonstrate the conservatism of the seismic designs.

The staff acknowledged that further meetings with the applicant regarding this open item appears appropriate. The staff stated that a contract for outside support to further review Midland seismicity is being considered.
