LICENSEE'S NOTICE OF DISCOVERY READING ROOM Since the accident in Unit 2 at Three Mile Island on March 28, 1979, Licensee has been providing principally at the request of the President's Commission (Kemeny Commission),
NRC Special Inquiry Group (Roggovin Group) and Nuclear Regulatory Subcommittee of the Senate Committee on Environment and Public Works (Hart Committee), tens of thousands of pages of documents concerning the Three Mile Island Station generally and the Unit 2 accident in particular.
These documents include all pre-accident Licensee correspoddence with NRC on Unit 2 as well as Licensee pre-accident and post-accident design, construction and operation documentation.
In addition to providing these d'ocuments, there have been hundreds of interviews and depositions of Licensee and other GPU System personnel and contractors.
Licensee has established in Middletown, Pennsylvania, a Discovery Reading Room which includes copies of the materials (both documents and transcripts and tape recordings of interviews 1301 247 7911090(Dfff
and depositions) provided to the principal official bodies investigating the Three Mile Island accident.
The Discovery Reading Room include.s as well copies of some materials provided to other investigative bodies and all correspondence between Licensee and NRC staff concerning the restart of Unit 1.
- Further, we have ordered a complete compilation of the publicly available information which the NRC is placing in the TMI-related document reading rooms.
The documents gathered by Licensee and placed in the Discovery Reading Room are far broader in subject matter than the scope of this proceeding.
Nevertheless, in an effort to avoid duplicative or repetitive requests for information by various parties and to facilitate access by all parties to Licensee documents, we have set aside space for a central document facility at Met Ed's Crawford Station in Middletown.
Following the special prehearing conference and initiation of discovery, we anticipate at least initially maintaining the room open to parties to this proceeding without prior request during the hours 12:00 noon to 8:00 p.m.,
Monday through Friday and, upon at least 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notice, on Saturday as well.
Depending upon continuing interest and demand thereafter, the facility may be open fewer hours or made available only on twenty-four hours notice of a request for its use.
The Discovery Reading Room will be staffed and contains tables and chairs for perusal and study of documents, although no loans of documents or other materials or equipment will be made.
There will be available microfilm readers and printers and copying facilities plus cassette audio players for tapes.
The copying 1301 248 charge for either microfilm or hard copy will be 10 cents per page.
Consistent with that portion of the Commission's Order of August 9, 1979 (pp. 11-12) regarding discovery and the use of NRC public document rooms, Licensee intends during the special Prehearing Conference scheduled for November 8-9 in Harrisburg to request that the Hearing Board extend to Licensee the right to employ essentially the same discovery policy afforded the NRC
- staff, i.e.,
that it shall be an adequate response to an;r discovery request to state that the informaticn or document requested is available in Licensee's Discovery Reading Room and to provide sufficient information to locate the document or information.
