Newport News Shipbuilding 10 CFR, PART 71 QA PROGRAM MR INDUSTRIAL RADIOGRAPHY l.

Organization Authority to enforce the implementation of the qta31ty assurance program in all areas of Newport News Shipbuilding (NNS), including the authority to stop work at his discretion, is assigned to the Manager of Quality Assurance. He has the organizational freedom to identify quality problems and to initiate, recommend, provide and follow-up on appropriate solutions.

The Chief Industrial Radiation Safety Officer is assigned the respon-sibility for overall administration of Special Form Licensed Material (10 CFR Part 71) program requirements, training and certification, document control and auditing. Quality Control is in accordance with procedures approved by the manager of Quality Assurance.

The radiographers are responsible for handling, storing, shipping, inspection, test and operatng status and record keeping.

Attachment (1) is a copy of the organization chart forwarded with the license application.

Quality Assurance Program e

The President and Chief Executive Officer of Newport News Shipbuilding and Dry Dock Company has clearly estatlished and implemented Campany policy with regard to this and all other quality programs. Training and qualifica-tion of individuals responsible for industrial radiography is performed in accordance with written procedures, which emphasize control and safety, and are audited on a regularly scheduled basis in accordance with procedures approved by the manager of Quality Assurance. The Chief Industrial Radiation Safety Officer is responsible to assure that all radioactive material shipping packages are designed and =anufactured under a QA Program approved by the Nucl'.ar Regulatory Commission for all packages designed or fabricated after the effective date of the QA Program. This requirement shall be fulfilled by receiving a certification to this effect from the applicable mnufacturer.

3 DOCUMENT CONTROL All documents such as procedures instructions and drawings, including changes thereto, will be controlled through the use of written procedures approved by the Manager of Quality Assurance.

The Industrial Radiation Safety Officer shall rrnitor and insure that all documents incorporate the latest applicable changes to,hese documents.

and final inspections have been completed. Work instructions vill be provided for handling, storage, and shipping operations.

Radiography personnel shall perform critical handling, storage, and shipping operations as defined in the applicable procedures.

5 INSPECTION, TEST, AND OPERATING STATUS Inspection, test and operating status of packages for special form radioactive =aterial vill be indicated and controlled by written procedures.

Status vill be indicated by tag, label, marking or log entry. Status of nonconforming parts of packages will be positively maintained in accordance with written procedures.

The Indastrial Radiation Safety Officer shall ensure that radiography personnel perform the regulatory required inspections and tests in accor-dance with written procedures.

RECORDS The Manager Laboratory Services / Chief Industrial Radiation Safety Officer is responsible for the maintenance of all records of package appro-vals (including references and drawings), procurement, inspections, tests, operating logs, audit results, personnel training and qualifications, records of shipments, descriptions of equipment and written procedures.

These records will be maintained in accordance with written procedures and vill be identifiable and retrievable.

7 AUDITS Comprehensive, regularly scheduled audits vill be performed at least annually of all areas involved in industrial radiography to determine the effectiveness of the program, using written procedures approved by the Manager of Quality Assurance. The audits vill be conducted by qualified personnel not having direct responsibilities in the areas being audited.

Audit results vill be documented, reviewed by management having respon-sibility in the area uudited, and ma'ntained on permanent record. Follovup action, including reaudit of deficient areas shall be taken to assure that correction of deficiencies or nonconformances has been initiated and completed where indicated.
