Dear Dr. Hou:

As a result of our review of the Brookhaven draft report on response combination, the Mark II Owners have identified several key items concerning the usefulness of an SRSS Criteria for the Mark II pro-gram. These key points are:

(1) A useful criteria must have provisions which allow it to be applied at the load (input) level.

(2) A simple criteria for application of the load and response level is needed. These criteria should be keyed to achieving a time-phase cumulative distribution function (CDF) curve which meets both of the following:

P[R;6 SRSS] R- 50%

P[R A 1.2SRSS] a 85%

In other words, these simple criteria need not be so conservatively specified so as to achieve a time-phase only CDF which passes P [R 6 SRSS] 3 50%

Our consultant, Dr. R. Kennedy, will present a summary of the above pointa at the Mark II Owners /NRC meeting on November 14, 1979 in Bethesda.
