This refers to your application dated Octuber 2,1979, requesting opproval of your Quality Assurance (QA) program as meeting the QA program requirements of 10 CFR 971.51.

In connection with our review, we need the infomation identified in the enclosure to this letter. Please submit seven copies of your response to the enclosed request for additional infomation within 30 days following receipt of this letter.

Reouest for Additional Information 1.

Under " Organization," add a commitment that the final responsibility for the QA program for Part 71 requirements rests with Omaha Nondestructive and Met-allurgical Testing, Inc. and clarify that transportation packages for radio-active material shall not be designed or fabricated by the company.

2.

Under " Quality Assurance Program," add the following commitments:

a.

The management of Omaha Nondestructive and Metallurgical Testing, Inc.

establishes and implements this QA Program.

b.

QA Program revisions will be made according to written procedures with management approval.

c.

The QA Program will ensure that all defined QC procedures, engineering precedures, and specific provisions of the package design approval are satisfied.

d.

The QA Program will emphasize control of the characteristics of the package that are critical to safety.

Note also that the Radiation Safety Officer shall assure that all radioactive material shipping packages are designed and manufactured under a QA Program approved by Nuclear Regulatory Commission for all packages designed or fabri-cated after the effective date of the QA Program.

(This requirement can be satisfied by receiving a certification to this effect from the manufacturer.)

3.

Under " Handling, Storage and Shipping," indicate who (by position title) per-forms the handling, storage, and shipping operations.

4.

Under " Inspection, Test and Operating Status," indicate who (by position title) performs the inspections and tests.

5.

Under " Quality Assurance Records," provide a commitment that the records will be identified and retrievable.

6.

Change the first sentence under " Audit" such that the sentence reads:

" Audits of each at e.ivity of the QA Program are performed at least once a year by the Di rector c.
