MEETING
SUMMARY
A meeting was held with representatives from Boston Edison Company (BECo) in Bethesda, Maryland on October 12, 1979. The purpose of this meeting was to hear BECo's proposal for multiple control rod removal during refueling operations at Pilgrim Nuclear Power Station (PNPS-1). A list of meeting attendees is attached.
BECo presented calculations that had been performed to show that removal of more than one controlled cell (four fuel assemblies plus control rod) at a time from PNPS-1 will not violate the shutdown margin requirements.
The methodology for these calculations involved a first time synthesis of lattice and diffusion computer programs.
Benchmark calculations were performed for uniform water-moderated lattices and PNPS-1 80C-4.
Reactivity calculations were made for up to 16 controlled cells (approximately 11% of fuel) removed for PHPS-1 BOC 5.
Reactivity increases were not predicted for any of the cases studied.
The staff and consultants made several comments during the presentation, all of which BECo agreed to consider before making their Technical Specification change submittal.

- techniques to improve analysis results
- error analysis
- temperature sensitivity studies
- scope of case sample size 1290 333
2-BECo expects to apply for a license amendment by the end of October, 1979. The Technical Specification change is intended to be applicable for all future refueling operations.
