I am writing in response to your letter of July 23, 1S79 that enclosed Administrative Conference Recommendation 79-4, "Public Disclosure Concerning the Use of Cost-Benefit and Similar Analyses in Regulation," and requested information on the Commission's current practices in this area.

Currently, the Commission requires that a value-impact analysis be prepared for each proposed significant regulatory action. Guidelines for preparing such analyses were adopted about a year and a half ago. After we have reviewed reports and recommendations of the various Three Mile Island Task Forces, we plan to publish the Guidelines for public comment.
