Dear Mr. Byrnes:
In response to your letter of September 28, 1979 regarding nominations to the United States Delegation to the Twenty-third General Conference of the International Atomic Energy Agency, NRC would like to nominate Commissioner Victor Gilinsky as our senior representative and James R. Shea as Advisor.
I must take strong exception, however, to designating Comissioner Gilinsky as merely a " Senior Advisor."
In the past, the NRC senior representative, a Commissioner in each case, has been one of the Designated Alternate Representatives and I must insist on a continuation of that practice.
NRC's vital role in international safeguards, the contributions it makes to safeguards and the IAEA's efforts in particular, and its equally vital role in enhancing world-wide and IAEA nuclear safety efforts warrant this recognition for Commissioner Gilinsky.
I would point out that Commissioner Gilinsky's stature is the equivalent not only to that of the other Alter-nate Representatives, but as well to that of the Designated Representative himself.
