Dear Chairman Hendrie:
On October 10, 1979, I filed with the Commissicn on behalf of Petitioner /Intervenor, the Friends of the Filipino People, a Notice of Intention to 111e Petition For Leave to Intervene. File Occosition and Participate in Hearing and stated therein that we wculd so file on or before October 16, 1979.
On October 10, 1979 the Commission met on the above referenced matter and, we are now aware, has set up a two phase schedule whereby interested parties will, in the next week or ten days be invited to make submissions on procedural and jurisdictional issues and af ter the Commission considers those issues, further participation by interested parties will be appropriate on the substantive issues involved in the above referenced catter.
In light of the above schedule of the Commission, we will not be filing on or before October 16, 1979, but will file appropciate papers with the Commission following the notice inviting same which, it is our understanding, is to appear in the Federal Register in the next week or ten days.
