Dear Ms. Godsoe:
Your Mailgram of April 3,1979 to James Schlesinger, Department of Energy, has been referred to the Nuclear Regulatory Comission for reply.
We have taken a number of actions with respect to all nuclear porter plants as a result of 'he Three Mile Island incident. Specifically, full time inspectors hcve been assigned to each operating plant utilizing Babcock and Wilcox (B&W) pressurized water reactors like those at Three Mile Islanc.
In addition, all these plants were shut down and the licensees of each plant were instructed to provide us with additional information about their facilities in light of the Three Mile Island incident. Af ter review of the information provided, NRC ordered the licensees to assure immediate plant modifications, additional operator training, and revised operating procedures. Addi tional l ong-term actions were ordered to further upgrade certain plant systems, and operator training and procedures. All of these plants have complied with the orders and have been pennitted to resume operation.
In addition, licensees of all operating plants utilizing pressurized water reactors have been instructed to take specific actions with regard to the status of certain equipment, plant procedures, operators, and facility designs. Licensees of all operating plants, incluling those utilizing boiling water reactors, have been instructed to provide us with additional infonnation with regard to their facilities in light of the Three Mile Island incident.
We are currently reviewing the information provided. As soon as our review is complete, orders for modifications, as appropriate, will ae issued to provide additional protection to the health and safety of the public.
In addition to the actions outlined above, TMI-2 related studies were initiated in the areas of emergency preparedness, operator licensing reassessment, loss of feedwater event, small-break loss of coolant accidents, and lessons learned from the incident.
In a number of areas work has progressed to the point where additional licensee requirements have been recommended.
A number of these recommendations have been approved and efforts have begun to implement them.

Except for Three Mile Island, Unit 1, the actions described for above have been utilized without requiring continuing shutdown of plants licensed to operate. To date, no required modifications to plants under constructica have been identified that cannot be incorporated during construction, and therefore, no need to stop construction of any plants, including Seabrook, has been identified.
