Gentlemen:
Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1 and 2 Pipe Support Base Plate Design using Concrete Expansion Anchor Bolts - I&E Bulletin No. 79-02 Reference (1), as supplemented by Reference (2), requested both Northet st Nuclear Energy Company (NNECO) and Connecticut Yankee Atomic Power Company (CY.JCO) to provide information regarding pipe support base plate designs using crnerete expansion anchor bolts.
As reported in Reference (3), in response to References (1) and (2), NNECO and CYAPCO, together with twelve (12) other utilities, formed an Owners' Group to generically address the non-site specific portions of I&E Bulletin No. 79-02.
Teledyne Engineering Services (TES) of Waltham, Massachusetts, was contracted by the Owners' Group to perform the generic engineering and test work required to respond to the subject Bulletin.
Specifically, Teledyne has supplied responses to the following:
(1)
In response to Question 1 of I&E Bulletin No. 79-02, TES has developed a general finite element model which considers base plate flebility in determining the bolt loads.
(2) In response to Question 2 of ISE Bulletin L. 79-02, TES has performed a series of destructive tests on expansion anchor bolts from which shear-tension interaction diagrams have been developed. From these 1268 296 7931050 070
r e o curves, the ultimate load capability of the anchor bolts can be determined for the range of shear and tension loads encountered by the bolts and the minimum factor of safety for the bolts can be verified.
(3) In response to Questions 3 and 4(a) of I&E Bulletin No. 79-02, TES has performed cyclic load tests on various types of anchor bolts to develop data to address these concerns.
Teledyne Engineering Services submitted Technical Report, TR-3501-1, Revision 1, Summary Repert Generic Response to United States NRC I&E Bulletin No. 79-02 Base Plate / Concrete Expansion Anchor Bolts, to the NRC Staff on September 7, 1979.
NNECO and CYAFC0 have reviewed the report and found it to be applicable to the Millstone Unit No.1, Millstone Unit No. 2, and Haddam Neck units in response to the generic issues of I&E Bulletin No. 79-02.
NNECO and CYAPC0 trust this information is responsive to the NRC Staff requests.
