Suhject: Response to I&E Bulletin No. 79-19; Packaging of Low-Level Radioactive Waste for Transport and Burial The below listed responses are numbered to correspond to the items as listed in the subject Bulletin.

1. Vermont Yankee maintains a current set of DOT and NRC regulations concerning the transfer, packaging and transport of low-level radioactive waste caterial.
2. Vermont Yankee maintains a current set of requirements for the Chem-Nuclear, Barnwell, South Carolina burial site.

3 Plant procedures designate the on-site organization responsible for the safe transfer, packaging and transport of low-level radioactive material.

4. Vermont Yankee processes and packages all radioactive material in accordance with written, management approved procedures.

5,6. Training and periodic retraining covering NRC and DOT requirements, and applicable plant procedure requirements is provided for all employees involved in the transfer packaging and transport of radioactive material. Records of this training are maintained.

Before January 1, 1980, training and periodic retraining in, 1) the waste burial license requirements and, 2) minimizing low-level radioactive waste will be provided as appropriate. Records of this training will be maintained.

" Quality Assurance Criteria for Shipping Packages for Radioactive Material" (10CFR71, Appendix E) will be expanded to include any of Items 1-6 not already in the program.

An audit of plant activities associated with radioactive waste transfer, packaging and transport will be performed before October 15, 1979. A record of this audit will be maintained.

Supplementary Responses 1,2. This information is provided in accordance with Vermont Yankee Technical Specifications.

3 Vermont Yankee did not generate any liquid low-level radioactive waste for shipment during the period of January 1978 - June 1979.
