SUBJECT:

OPERATOR LICENSING REQUIREMENTS FOR INDIVIDUALS A'.

FACILITIES SCHEDULED TO RECEIVE OLS.

The purpose of this memorandum is to inform you of the status of operator li~ censing at facilities that are scheduled to receive operating licenses in the near future.

The facilities involved are Sequoyah, McGuire, Diab.lio Canyon, Salem, North Anna and Farley, Unit 2.

I) Sequoyah Written and oral licensing examinations were administered to the initial cold applicants during January through March 1979.

Subsequent to TMI-2, TVA conducted training for these individuals on TMI related subjects.

Because of the delay in the Sequoyah fuel loading date TVA requested that we administer examinations to a second group of applicants who had now met cold eligibility requirements. We administered these examinations in September.

At the time we honored the request, we informed facility management that the examination would include TMI related questions and would serve as an audit of the TMI training. We indicated that each individual would have to score greater than 80% on the TMI related questions as well as 70% overall to pass the examination.

, We intend to review the facility administered TMI related examinations and the grading for applicants in the first group.

Individuals who scored less than 90% on the examination will be required to take an HRC TMI related examination and receive a grade of 80% prior to being issued a license.

Based on the interval of time between the date of the original examinations and the projected fuel loading date, reexamination will be considered.

If the time interval exceeds 12 months, complete written and oral examinations will be administered to all applicants.

We expect the new passing grade

. criteria, 80% overall and 70% in each category, to be in effect at this time.

2) McGuire Written examinations were administered to the cold license applicants during November 1978. Because of a delay in fuel loading da.te, the oral examinations on the simulator have not been administered.

The program to be followed prior to fuel loading will involve administering a second written examination and oral examination on the simulator to the cold applicants.

Time in excess of 12 months will have elapsed since the original examination and the projected fuel loading date. The TMI-2 scenario and related mat'erial will be included in these examinations. We expect the new passing grade criteria, 80% overall and 70% in each category, to be in effect at this time.

Diablo Canyon Written and oral examinations were administered to the group of cold appli-cants in March 1977.

In March 1979, prior to TMI-2, this group was required to take simulator training on the Zion simulator and were administered oral examinations at their facility. The cold applicants returned to the Zion simulator and trained on the TMI-related material in August 1979.

No internal audit examinations have been conducted on the TMI training.

The prograa to be followed will require an internal audit examination for all applicants on the TMI-2 related material. Applicants that score less than a minimum 90% will be required to take a NRC TMI related examina-tion and receive a grade of 80% prior to being issued licenses.

If the Diablo Canyon fuel loading date occurs after March 1980, complete written and oral examinations will be administered. We expect the new passing grade criteria to be in effect at this time.

Salem 2, North Anna 2 and Farley 2 Individuals who'have not been licensed at these facilities must meet the requirements to be administered a cold examination.

In addition, these individuals and individuals who presently hold an operator or senior operator license for these facilities will be required to:

a) Participate in a training program that addresses the differences between Unit 1 and Unit 2.

b) Participate in a training program, as detailed in IE Bulletin 79-06A and receive a grade of at least 90% in a facility admin-istered examination.

c) Submit a copy of an outline of the training program indicated above and a copy of the examination, answer key and answer sheets, as part of his application.

d) Be administered an NRC examination.

The NRC examination will be a complete examination commensurate with the type of license for which the applicant applies. The scope of the examination is addressed in Section 55.20 through 55.23 of 10 CFR Part 55. A minimum grade of at least 70% in each category and an overall grade of at least 80% are required to pass the written examination.

We have not administered any examinations at Zimmer and LaSalle. We will administer complete examinations at these facilities.
