Descrirtion of Nonconpliance Appendix A of Report No. 50-329/79-19 and 50-330/70-18 provides the follow-ing-
"10 CFP 50 Appendix 3, Criterion XIII requires, in part, to establish measures to control the handling, storare, clean-inc and preservation of material and equipment in accordance with work and inspection instructions to prevent damare or det erio rat ion.
CFCo procedure FPG-7.000 Revision 0, dated July 1. 197~,
Pararraph 7.c establishou controls to protect material and equip ent from activities such as veldinc.
Ccntrary to the above, on August 21 and 22,1979, the inspectors accompanied by licensee representatives observed weldine activities in progress at elevation 61h' in the auxiliary building, above installed h80V and L.16KV switch-gear with inadequate protection to prevent weld spatter from falling on installed equipment and cable "
CPCo Festonse The affected equipment that could have been damaged by the weldinc activity has been inspected by Bechtel QC.
The only danace noted was the paint on the top of 'ICC 1B23 above cubicle 1A which has been documented on Bechtel Discrepancy Report No. E-17hl.
To avoid future occurrenr- 'f this problem, the Bechtel Site Manacer reinforned Field Enrineers, Superintendents, General Foremen, and Foremen of the necessity to protect installed equipment and reiterated their responsibility of assurinc that adequate requirements and procedures exist for the protection of installed equipment durine velding operations.
This was accomplished by a combinaticr of a memo to, training sessions with, and personal interviews with these persons.
This action is considered effective immediately and we consider that full compliance has been achieved.
