Dear Mr. Reid:
I request that the referenced license be amended to authorize the conduct of critical experiments which utilize nonmoderator-to-moderator ratios as described in "llazards Evaluation Report for Tightly-Packed Fuel Storage Critical Experiment Program", October 15, 1979, which is attached.
The Department of Energy has recently contracted for the Babcock and Wilcox Company to perform critical experiments against which nuclear codes used to design tightly packed fuel pin storage may Le benchmarked.
Although ther experiments will use the same fuel and facility aircady licensed by the Nucicar Regulatory Commission, I feel that an amendment is required be-cause the nonmoderator-to-moderator catios of the proposed cores are out-side the limits previously requested.
We desire to begin fabrication of the hardware in December, 1979, and to have the first benchmark core operational by February,1980.
I therefore request your early consideration of this request.
