VeCE PRESIDENv October 8, 1979 S u ppsy Mr. Boyce H. Grier, Di:.ector Office of Inspection & Enforcement, Region I U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19h06

Subject:

Calvert Cliffs Nuclear Power Plant Units Nos. 1 & 2, Dockets Nos. 50-317 & 50-318 IE Bulletin 79-13

Reference:

(1) Letter dated 6/25/79 from B. H. Grier to A. E. Lundvall, Jr.

(2) Letter dated 7/16/79 frem A. E. Lundvall, Jr.

to B. H. Grier.

Dear Mr. Grier:

The referenced NRC letter forwarded IE Bulletin 79-13, which requested that we provide (1) a schedule for conducting an inspection of the feedvater nozzles and piping for the Calvert Cliffs steam generators; (2) an assessment of the adequacy of our feedvater line break procedures; -

and (3) a description of the method and sensitivity of detecting feedvater leaks. Our response, reference (2), included a schedule for completion of all outstanding examinations on feedvater piping of both units as well as a su= mary of the results obtained from previously conducted inspections.

In the interest of minimizing radiation exposure to personnel and due to the absence of cracking in velds inspected previously, ve propose a sampling technique for the inspection of main feedvater nozzle velds and main feedvater piping velds inside the Unit No. 2 containnent.

Attached are two sketches showing the Unit No. 2 feedvater piping configuration inside containment. It is our intention to conduct a radiographic inspection of velds 1, 2, 6, 7, 10, 11 and 12 on the feedvater line to #21 steam generator and to conduct radiographic inspections of vel 418,19 and 20 on the feedvater line to #22 steam generator. These velds were selected to encompass those velds which undergo the maximum stress as well as the feedvater nozzle velds.

If av one of the se ren velds inspected on the feedvater line to

  1. 21 steam generator c e found to be unacceptable, then all remaining velds on that line vill be inspected as well as velds 1, 2,16, and 17 on the feedvater line to #22 stea:n generator. If any veld on the feedvater line to #22 steam generator is found to be unacceptable, then all velds on that line vill be inspected.

, 'Mr. B. H. Grier October 8, 1979 The inspection of the feedvater piping shall be conducted by Southwest Research Institute, a company whose competance in this field has been proven through experience at many other nuclear facilities. A formal report of these inspections vill be provided as required by para-graph 6 of the Bulletin.

Based on acce~nce of this sampling procedure, we intend to conduct a similar insy i>on of the velds on the Unit No. 1 feedvater piping inside containment during the 1980 refueling outage.

As the Unit No. 2 refueling outage comences on the evening of Friday, October 12, 1979, we would appreciate a response to this proposed inspection plan prior to the shutdown of the unit.

Very trulv yours, J
