Dear Commissioner Hendrie:

I regret that r.y request for a resident inspector at Big Rock Point has been rejected and that the NRC will be unable to assign one until 1981.

I believe that a full-time resident inspector would improve the safety of operation of this plant and would instill a greater sense of confidence in con-cerned citinens.

Since this issue is one of vital concern to residents of all states in which nuclear plants are located, I

will strongly support measures at the federal level which would require resident NRC inspectors at every nuclear plant.

I also will bring this matter to the attention of the governors at the next meeting of the National Governors' Association.
