Dear Mr. Keppler:

The following is in response to an inspection conducted by Mr. J. Hiatt on August 28-31, 1979 of activities at Dresden Nuclear Power Station Units 1, 2

and 3.

Reference (a) indicated that one item appeared to be in noncompliance with NRC requirements.

Attachment A to this letter contains Commonwealth Edison Company's response to the identified item of noncompliance.

AITACHMENT A COMMONWEALTH EDISOF NRC Docket No. 50-10 AITACHMENT 50-237 RESPONSE TO NOTICE OF V' LATION 50-249 The item of non-compliance identified in Appendix A with the h"AC letter dated September 24, 1979, is responded to in the following para-graphs.

Technical Specification 6.2.A.7 requires the preparation, approval,

and adherence to detailed written procedures for surveillance and testing requirements.

Technical Specification surveillance requirement 4.8.C re-quires the quarterly calibration of the Units 2/3 liquid effluent radiation monitor.

Contrary to the above, an unapproved procedure was used to cali-brate the Units 2/3 liquid effluent radiation monitor in the first and second quarters of 1979.

Corrective Action Taken and the Results Achieved On September 20, 1979, a Special Operating Procelure, SOP 415, received On-Site-Review and Approval and was utilized to calibrate the Units 2/3 off-line liquid effluent monitor. The procedure requires a linearity check of the monitor, correlates a gamma analysis (GeLi) of a predischarge tank sample to the monitor's response during the release of the tank, and uses the curve generated by the linearity check to graph

release concentration (uCi/ml) versus monitor response (cps). The monitor was successfully calibrated using this Special Operating Pro-cedure.

Corrective Action To Be Taken To Avoid Further Non-Compliance On October 1,1979, Dresden Chemistry Procedure DCP 2700-13 received On-Site Review and Approval. The procedure is similar to the Special Operating Procedure described above and will be used for subsequent calibration of the liquid effluent monitor for Units 2/3.

Date When Full Compliance Will Be Achieved Since the approved Chemistry Procedure DCP 2700-13 has been distributed, full compliance has been achieved.
