DRAWER 6611/ SHREVEPORT, LOUISIANA 71106 TELEPHONE 318-869-1601 August 24, 1979 TECH SERVICES - RADIOGRAPHIC DIVISION INTRODUCTION The Mid-Continent Steel Casting Quality Assurance Program is designed to control transportation packages in accordance with the requirements of the regulations of 10 CFR Part 71.51 of the NRC Regulations.

The program is supplemented by training and certification, document control, and auditing.

Implementation of the program is provided by the organi-

ational chart, entitled " Assignment of Respons'ibility".

The preparation of this program, periodic audits, and required revisions shall be the responsibility of the Radiation Safety Officer.

The management of Mid-Continent Steel Casting, Division of Kast Metals Corporation, recognizing the need for rigidly following the Quality Assurance Program, has placed the fi'nal responsibility for the Quality Assurance Program with Mid-Continent Steel Casting, Division of Kast Metals Corporation.

SCOPE 1.1 The intent of this section of the Mid-Continent Steel Casting Quality Assurance Program is to outline the organization of the Radiographic Division and define the responsibilities of the members.

1.2 The organizational setup is designed to provide the Radiographic Division with direct responsibility to and

liason with management to assure its ability to main-tain an effective Quality Assurance Program.

ORGANIZATION l

2.1 The final responsibility for the Quality Assurance l

Program for Part 71 requirements rests with Mid-l Continent Steel Casting, Division of Kast Metals Corporation.

Design and fabrication shall'not be conducted under this Quality Assurance Program.

The Quality Assurance Program is implemented using the Organization Chart (QAOC).

RESPONSIBILITIES OF THE DEPARTMENT

-l 3.1 The Radiographic Department shall establish and maintain a documented Quality Assurance Program.

I 3.2 The Radiographic Department shall check and audit the program to assure compliance with the requirements of Part 71.

INDIVIDUAL RESPONSIBILITIES 4.1 The R.S.O.

(Radiation Safety Officer) shall be responsible for the overall administration of the program, training and certification, document control and auditing.

The management of Mid-Continent Steel Casting, Division of Kast Metals Corporation implements this QA Progr'.m.

Train-ing, prior to engagement, for all QA functions will be made according to the following written procedures:

1.1 General Training Frocedure (GTP) 1.2 Training Guide for Qualification of Radiographers (TCQR) 1.3 Examination Procedure for Radiographer Qualification (EPRQ) 1.3.1 Oral Examination (CE)--af ter 2 weeks training 1.3.2 Written Examination (WE)--after 2 weeks training 1.3.3 Radiographer Examination (RE)--after minimum of 6 weeks training for qualification and j

Revisions to the QA Program will be made in acc'ordance with procedure " Quality Assurance Revisions" (QAR) with the approvgl of management.

Control of characteristics of package which are critical to safety is emphasized in procedure HSS, " Handling Stcrage and Shipping".

The Manufacturer, Autcmation Industries, certifies that all radioactive material shipping packages are designed and manufactured under e QA program approved by the NRC for all packages designed or fabricated after the effective date of the QA program per IAEA Certificate of Competent Authority and NRC Certificate of Ccapliance.

HANDLING STORAGE AND SHIPPING 7.1 Procedure HSS will be followed for handling, storage, and shipping.

7.2 Radiography personnel will perform the handling, stor-age, and shipping ope ~ rations.

7.3 The Radiation Safety Officer will insure that all j

tests, certifications, acceptances, and final inspec-I tions have been completed prior to shipping.

8.

INSPECTION, TEST AND OPEPATING STATUS 8.1 Inspection and test of packagec will be indicated on Form RSCL and controlled by Procedurb HSS.

The operating status will be indicated by log entry in the Remarks Section of Form RSCL.

8.2 The status of nonconforming parts or packages will be positive.ty nintained according to Procedure DC in the Remarks Section of Form RSCL.

8.3, Radiography perscnnel shall perform the regulatory required inspections and tests in accordance with these written procedures.

The Radiction Safety Officer shall ensure that these functions are performed.

9.

QUALITY ASSURANCE RECORDS 9.1 Records of package approvals (including references, drawings, and descriptions), procurement records, inspection records, test records, cperating logs, audit results, personnel training and quclification records and records of shipments will be maintainad in accordance witn Procedure QAR.

l 9.2 The records will be identifiable and retrievable.

9.3 Record storage and location will be in accordance with Procedure CAR.

10.2 Addit results will be maintained and reported to Management.

10.3 Audit reports will be evaluated and d'eficient areas corrected.

10.4 Audit reports will be maintained as part of the Quality Assurance Records.

10.5 Audits will be conducted at least once a'cnear or more frequently if required.
