Dear Mr. Grier:

Haddam Neck Plant Evacuation Alarm System In Reference (1), Connecticut Yankee Atomic Power Company (CYAPCO) was requested to determine whether current alarm systems and evacuation announcement systems are clearly audible or visible throughout all plant areas. CYAPC0 was also requested to outline proposed corrective actions for those areas requiring improvements.

A review of the Page and Emergency Alarm Systems has been underway at Connecticut Yankee for a period of time.

Surveys of plant areas have identified several locations where the page system was not clearly audible.

In addition, six plant areas were identified in which the Emergency Alarm System cannot be easily heard under all circumstances.

Modifications for four of these areas are either complete or in progress.

One of the other areas is the Connecticut Yankee Energy Information

Center which is located.well outside the protected area and is, in fact, the designated Emergency Control Center where all personnel are to assemble in the event of a site emergency. The remaining plant areas which cannot adequately hear the Emergency Alarm under all circumstances are certain temporary trailers which are onsite for contractor personnel.

This situation will be corrected as part of the program to upgrade the paging and emergency alarm systems in various outdoor areas of the plant site. For those areas in which it is difficult to clearly understand announcements on the paging system, additional speakers and more direct restrictions on the individual volume controls will be required.

In order to implement these and other more elaborate changes, an outside consultant has been contacted and will coordinate this effort.

This review is expected to address the most beneficial methods of visual alarms in high noise areas and the optimum aiming of speakere in all areas. The requirement that necessary euergency announcements be heard in all indoor and outdoor areas of the plant site without unnessarily disturbing residents in the vicinity of the plant with routine pages, and other items designed to improve the overall reliability and effective-ness of the Page and Emergency Alarm Systems, will also be reviewed.
