ORDER SETTING SPECIAL PREHEARING CONFEPINCE On July 23, 1979, the Nuclear Regulatory Con =ission a notice of a proposed issuance published in the Federal Register of an amendment to Facility Operating License No. DPR-6 that had been issued to Consumers Power Company (the licensee) for operation of the Big Rock Point Plant (the facility) located in Charlevoix County, Michigan.

The proposed amendment would allow the addition of 3 racks with a close center-to-center spacing of spent fuel assemblies to thr facility's spent fuel pool which would allow an increase in storage capacity from 193 to 441

. fuel assemblies.

By Memorandum and Order, dated September 25, 1979, the Board made certain preliminary determinatien's on petitions to intervene and directed the petitioners, licensee and staff to con-sult with each other with regard to the pstitions and the contentions to be filed 15 days prior to the special prehearing conference.

The parties to this proceeding, or their respective counsel are directed to attend.

At the special prehearing confer-ence the Boar'd will consider all intervencion petitions, discuss specitic issues to be considered at t,ne evicentiary hearing, and will consider a schedule for further actions in the proceeding.

Depending upon space and time limitations the roarc. wl,.1 try to afford an opportunity for members of the public who are not parties to the' proceeding to make oral limited appearance statecents on the first day (November 14, 1979) of the prehearing conference including that evening, if necessary.

Any person may request pertis-sion to make a limited appearance pursuant to provisions of 10 C.F.R.
