Modifications to NEDO-24708 Small Break Operator Guidelines

Dear Mr. Ross:

The referenced letter made five commitments relating to the small break operator guidelines in NEDD-24708. Since that time, your staff has made three additional requests relative to the guidelines.

This letter records commitments of the BWR Owners' Group regarding those additional requests, per the telephone call of October 22, 1979, between NRC staff, General Electric, and BWR Owners' Group representatives.

In response to the requests, the Owners' Group will do the following:

(1) In a subsequent revision of NED0-24708, Contingency 3 of Guideline SBA-3 will be modified to clarify the operator actions with respect to the exact actions and the time delays called for; (2) By December 28, 1979, a core heatup analysis for the case of Contingency 3 in Guideline SBA-3 (isolated outside break without high-pressure systems available and with manual ADS at the specified reactor water level) will be conducted to show conformance with 10CFR50.46 acceptance criteria; (3) By November 16, 1979, it will be confirmed that the analyses which support Contingenc-/ 3 in Guideline SBA-3 correctly reflect the specified time delays.

In addition, your staff has requested that the Owners' Group reconfirm its commitment to provide a guideline for bringing the reactor from a post-incident stable condition to a cold shutdown.

This commitment was made in the September 6, 1979 meeting between the NRC staff, General Electric, and the BWR Ownets' Group.

The cold shutdown guideline will be provided together with the response to Bulletins and Orders Question 15 of July 13, 1979, on January 15, 1980.

October 23, 1979 Page 2 Finally, your staff has requested a firm commitment date for the modifications to the small break operator guidelines comitted in the Reference and Item (1) of this letter. The modified guidelines will be provided in unpublished form together with the response to Bulletins and Orders Questions 13 and 14 of July 13, 1979, on November 16, 1979.
