Specifically, delay in the implementation of the alternate shutdown panel was requested to permit this modification to be incorporated into the Systematic Evaluation Program integrated assessment. Consumers Power Company stated that prompt approval was necessary to prevent unnecessary effort under the existing contract for fire protection modifications at. Big Rock Point.
In telephone conversations with memisers of the NRC staff, Consumers Power Company has been informed that higber priority work will preclude prompt NRC action.on our request to delay the required implementation of the alternate shutdown panel modification. Consumers Power Company notes, however, that delay of this modification has previously been approved by the NRC for other plants involved in the Systematic Evaluation Program, and that the bases for these approved delays are similar to the basis for the requested delay at Big Rock Point. Accordingly, Consumers Power Company expects that our request w'ill be approved at such time as the NRC is able to act upon it.
Work on the proposed alternate shutdown panel has proceeded through the Engineering phase, and our contractor is ready to award bids for the procurement of the equipment. Awarding of such bids would result in unrecoverable expense should panel design be significantly changed as a result of interfaces with SEP. For this reason and in consideration of the expected approval of our request for implementation delay discussed above, Consumers Power Company has directed our contractor to suspend efforts related to procurement of equipment for the alternate shutdown panel.
This action may preclude meeting the established implementation date of October 1980.
