Docket Nos. 50-277 PHILADELPlilA ELECTRIC COMPANY  : 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under racility Operating License DPR-44 for Peach Bottom Atomic Power Station Unit No. 2 and Licensee under Facility Operating Licensee DPP-56 for Peach Bottom Atomic Power Station Unit No. 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating Licenses be amended to correct an administrative oversight in a previous amendment request by deleting from Table 3.II.D.1 anubbers 3-HC-S-1 and 3 -!! C - S - 2 for each unit. The 4 g e .,

revisions are indicated by vertical bars in the right nargin of the attached copies of page 2341 for Units 2 and 3 The snubbers are located on a p ot tien of the CRD return line. They have been physically removed on Unit 3 during the current refueling and maintenance outage and are scheduled to be removed on U rs i t 2 during the 1980 Spring refueling outage as part of a modification to the CRD return line that has been reviewed and approved by the Nuclear Regulatory Commission in Technical Specification Amendments Nos. 60 to the Peach Bottom Units 2 and 3 Operating Licenses. It is therefore requested that Unit 3 snubbers 3-llc-S-1 and 3-HC-S-2 he deleted from Table 3.11.D.I.

Since the CRD modification to Unit 2 will not be p e r f ormed until after these Technical Specification changes have been approved, it is requested that deletion of Unit 2 snubbers 3 -II C - S - 1 and 3-IIC-S-2 he raa d e effective upon completion of the CRD modification.

Since the proposed changes to the Technical Specifications are administrative in nature, pursuant to 10 CFR 170.22. Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment for Unit No. 2 he considered a Class II Amendment and that the Application for Amendment for Unit 3 he considered a Class I Anendment.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications and have concluded that they do not involve an unreviewed safety question or a significant hazards consideration, and will not endanger the health and safety of the public.
