Letter, D. G. Eisenhut to all BWR Licensees, dated October 2, 1979, " Confirmatory Requirements Relating to ebnannetion Oscillation Tman for the Mark I Contaiment Long Term PrOgtma"

'Ihe NRC staff is developing acceptance criteria to be used in the inplmentation of the Mark I Contaiment Long Term PrOgimu. One of these criteria requires ulditional tests in the Mark I Full Scale Test Facility (FSTF) to confirm the conservatism in the condensation oscillation loads specified in the Mark I Prvpau Ioad Definitich Rept:tt (LDR). 'Ihe reference NRC letter requests that by October 31, 1979 each Mark I Owner cmmit, cm behalf of the Mark I Owners Group as a whole, to perform these additional FSTF tests.

A cmmitment to perform additional FSTF tests represents a major decision by the Mark I Owners Group. 'Jhe tehnimi evaluation of the need to do nore testing, the cost and schedule considerations, as well as how any data will affect the plant unique evaluations nust Lll be considered. Utility managenents are being consulted to provide prtver consideration of this cm mitment. Scme Mark I Owners have not received the reference letter in a timely manner so it would be extremely difficult to obtain the necessary utility review and dia'annion by October 31, 1979. Additionally, ytvyer utility review involves a Mark I Owners Group neeting on this subject and one has been scheduled for mid-November.

As ai=' mand with the NRC staff Task Manager of the Mark I Prcytmu, this letter is provided on behalf of all the Mark I owners to advise you that individual Mark I utility response to the reference NRC letter will be provided by November 30, 1979.
