Modifications to NED0-24708 Small Break Operator Guidelines

Dear Mr. Ross:

This letter records commitments made and agreements reached among General Electric, the BWR Owners Group and staff members of your task force in a telephone call of October 17, 1979. A list of participants in that telephone discussion is attached. The purpose of the call was to resolve several issues raised by your staff in their review of the Small Break Operator Guidelines contained in Section 3.1.1.2 of GE report NED0-24708.

In response to the requests, the Owners Group will make the following changes to the guidelines'in a subsequent revision of NED0-24708:

(1) The " Symptoms and Automatic Actions" in the SBA-2 and SBA-3 guidelines will be segregated from each other and listed separately; (2) The definition of "Immediate Operator Actions" (page 3.1-39) will be expanded to include not only protection of the core, but also prevention of radioactive releases to the environment; (3) The definition of " time zero" will be eliminated; specifically, the first two sentences of the second paragraph of Section 3.1.1.2 (page 3.1-37) will be eliminated.

(4) The " vessel symptoms" in Section 2.5 of SBA-2 (page 3.1-45) will be clarified or eliminated.

(5) Immediate operator actions will be added to the guidelines calling for verification of scram and power level decrease.
