Dear Mr. Helfrich:
Enclosed please find an application from Paul Munroe Hydraulics, Incorporated for a license to export 15 snubbers to Spain to replace the snubbers which had been destr.oyed by a fire in the Lemoniz II reactor facility. The value of this safety related equipment is $275,000. The equipment is ready for immediate shipment, however, the applicant just became aware that a license is required before the snubbers can be exported. The applicant has requested expeditious processing of this license request as the equipment was promised to the customer by the end of September.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive o.f the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act o' 1978.
