Cooper Nuclear Station SUMARY OF MEETING HELD OCTOBER 11, 1979 WITH NES: 'KA PUBLIC POWER DISTRICT ON APPENDIX I On October 11, 1979, members of the staff met with representatives of Nebraska Public Power District (NPPD) in Bethesda, Maryland.
The meeting was held for the purpose of discussing questions that had arisen during the review of NPPD's Appendix I submittal.
A list of attendees is attached.
NRC review and spot check of the Offsite Dose Assessment Manual (ODAM) showed certain differences in the NRC and licensee results.
Because licensee results were conservative they were regarded as acceptable.
Comments and questions on the NPPD proposed Appendix I Technical Specifications were discussed point by point.
In several instances difficulties arcse because of the need for consistent Technical Specification definitions for " operational" equipment encompassing t,oth reactor safety equipment and radiological monitoring equipment needed,for Appendix I.
NPPD was infomed that sample locations could be specified in the ODAM thereby avoiding time-consuming Technical Specification changes when local conditions require relocation of sample points.
NPPD will revise and resumit their proposed Appendix I Technical Specifications.
NPPD stated their intention to provide a proposed " alternative method" for demonstrating compliance with 40 CFR Part 190 by November 1,1979 as requested in the NRC letter to NPPD dated September 17, 1979.
