MCC-Pacific Valves Docket No. 99900C?5 NOTICE OF DEVIATION Based en the results of an NRC inspection conducted on July 16-17, 1979, it appears that certain of your activities were not conducted in accordance with NRC requirements.

A.

Criterion I, Appendix B, 10CFR50, and paragraph NCA 4134.1, Article NCA 4000;Section III of the ASME code, requires the authority and duties of persens performing activities affecting quality to be clearly established and delineated in writing.

Contrary to the above requirements, MCC-PV has established and manned, two new positions, without the authority and duties of the new positions being clearly established and documented in writing for the new position, shown below, in that neither of the positions were functionally dis-scribed.

Vice President of Engineering, to whom the Manager of Quality Assurance now reports instead of reporting directly to the President.

2.

Supervisor'of Vendor Quality Control, reporting to the Manager of Quality Assurance.

MCC-PV's letter of December 21, 1978, states:

Corrective Action The MCC-Pacific Valves QA Manual will be revised to more accurately describe the quality training program for welders, non-destructive examination personnel, and inspectors and will specify reporting requirements.

2.

Estimated Date of Completion The required revision of the MCC-Pacific Valves' QA Manual will be completed during the first quarter of 1979."

Contrary to the above, even though first & Second quarter has passed, the ASME accepted Quality Assurance Manual had not been revised to more accurately describe the quality training program.
