Dear Mr. Vassallo:

In the Matter of the Application of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 We have received your September 27, 1979, letter to "All Pending Operating License Applicants" on the subject of the followup actions resulting from the NRC staff reviews regarding the Three Mile Island unit 2 accident.

TVA implementation of the requirements listed in Enclosure 6 of your letter was addressed in my letter to you dated September 7, 1979.

Enclosures 7 and 8 of your letter list near-term requirements for improving emergency preparedness with a schedule for their implementa-tion. We believe that TVA's current Sequoyah Nuclear Plant Radiological Emergency Plan (REP), submitted by my letter to L. S. Rubenstein dated October 15, 1979, meets the intent of Regulatory Guide 1.101. We further believe that the REP together with the commitments in my September 7, 1979, letter meets the requirements of Enclosure 8 Imple. 2ntation Category A.

A team from the NRC Emergency Planning Task Force visited the Sequoyah auclear Plant on October 15 and conducted a technical meeting with TVA and various State of Tennessee and local officials on October 16, 1979. During the site visit and technical meeting, additional emergency preparedness requirements were discussed. TVA's implementation of those additional requirements to be included in licensee's plans discussed by the Task Force Team and listed in an internal NRC memorandum from James R. Miller to the Emergency Planning Staff dated September 7, 1979, will be addressed in a letter to you on or about November 1, 1979.
