Dear Mr. Keppler:

In response to your letter, Reference 1, which contained IE Bulletin No. 79-19, the following information is being submitted.

ITEM 1.

Maintain a current set of DOT and RRC regulatione concerning the transfer, packaging and transport of tou-tevet radioactive vaste material.

DPC RESPONSE:

LACBWR maintains on file current copies of all applicable DOT and HRC regulations applicable to the transfer, packaging and transport of low-level radioactive waste material.

ITEM 2.

Vs LACBWR maintains on file the appropriate licenses from.the Agreement States of Nevada, South Carolina and Washington which s.et forth the rhquirements placed on the waste burial firms.

E ITEM 3.

Designate, in vriting, people in your organization uho are responsible for the safe transfer, packaging and transport of tou-tevet radio-active material.

DPC RESPONSE:

LACBWR Health and Safety Department Procedures Numberc 4.1, " Radio-active Material Shipments", and 4. 3, " Solid Waste Disposal", desig-nate the responsibilities for the safe transfer, packaging and trans-port of low-level radioactive material.

ITEM 4.

Provide management-approved, detailed instructions and operating procedures to att personnet involved in the transfer, packaging and transport of tou-tevet radioactive materiat.

Special attention should be given to controte on the chemical and physical form of the tou-Levet radioactive material and on the containment integrity of the packaging.

DPC RESPONSE:

The procedures mentioned above in reply to Item 3 and the LACBWR Oper-ating Manual, Volume VII, " Waste Treatment and Collection", provide detailed instructions to all peruonnel involved in the transfer, packaging and transport of low-level radioactive material.

Special attention is given in these procedures to controls on the chemical and physical form of the low-level radioactive material LACBWR gener-ates and on the containment integrity of the packaging used for off-site disposal.

ITEM 5.

Provide training and periodic retraining in the DOT and NRC regulatory requiremente, the vaste buriat license requiremente, and in your in-structione and operating procedures for att personnet involved in the transfer, packaging and transport of radioactive materTat.

Maintain a-record of training dates, attendees, and subject matprial for future inspections by NRC personnet.

ITEM 7.

Establish and implement a management-controlled audit function of att transfer, packaging and transport activities to provide assurance thet personnet, instructions and procedures, and procese and trane-safety and compliance uith port equipment are functioning to ensure regulatory requiremente.

DPC RESPONSE:

LACBWR has an established audit program which covers Health Physics activities, including Radioactive Material Disposal, Storage and to ensure safety and compliance with regulatory requirements.

DPC RESPONSE:

LACBWR does not generate any low-level radioactive waste in liquid form for disposal off-site.

Liquid low-level radioactive wastes are not solidified at the LACBWR.

The number of low-level radioactive waste shipments and the curie quantity of these wastes are reported in accordance with the LACBWR Technical Specifications.

Authorization for this response to be submitted beyond the 45-day reporting period was granted to Mr. R.

Shimshak, Plant Superintendent, by Mr.

K. Ridgway on 26 September 1979.
