A-ll SUBTASK: ANNEALING FEASIBILITY Your Memorandum, dated September 18, 1979, presenting the status of the Vessel Annealing A-11 Subtask was received arn is generally accept-abl e.

Please take the appropriate action to implement the recommenda-tions.

Please take note of the following two comments.

1.

With respect to your conments concerning the development of a reasonable, if not an optimum, annealing strategy: you may have a qualified agreement from me relative to tha need to wait until the A-ll criteria are established.

Qualified in the sense that the NRC surely would accept a treatment wnich would restore the Charpy impact properties to a con-dition which meets the 10 CFR 50 and ASME Code requirements with enough margin to allcw for some significant subsequent radir.tiqn without again violating the safety margins.

2.

Noting that the ongoing RPV steel post-irradiation annealing progrars are unlikely to provide results much different from what already is available, it seems as if you now could begin to write a draft of that segment of the A-ll NUREG.

Being a relatively distinct subject, you should have no concern about blending in to other parts of the do-ant.

Also, it looks like a good time to start the annea

.ig draft, before the roof falls in with lots of E-P fracture data to digest.
