Dick Goddard, of the NRC's Office of the Executive Legal Director, asked me to send you the attached letter dated June 27, 1979 in which Com.onwealth Edison Ccmpany announced a two year delay in the Fuel Load Dates for Carroll County Units 1 and 2 until 1990 and 1991. This enange in schedule is attributed to anticipated delays in the NRC Staff review process caused by Three Mile Island.

This change is also reflected in Revision 42 to the Carroll County Site Suitability reports which was mailed to you in August, 1979.

Commonwealth Edison still intends to proceed as expeditiously as possible with its Early Site Review application for Carroll County.

Cn May 24, 1979, the Nuclear Regulatcry Commission (SiRC) cominciencro approved your plan (SCCY-79-314 dated eny 19, 1979) for an interim reorgani::ation of the EJC Staff to deal uith the impacts of the Three Mile Island (T:rf) Incidenc.

In this plan, cc:: onwealth Edison Company's construction permit review for Carroll County Station Un ts 1 and 2 han heen costponed although the early cito review ef fort will contintm.

Mr. Roger ecyd, Director of Project Management, indicated that optimistically the revinv of Cnwoll County c"n begin again in early 1981. M though one caction of the plan, SECY-79-344, states that the carroll County reviw would be delayed by twelvo (12) months, there is no bani, for this st.ite-ment. However, Cc=onwealth Edison ' c analynic indicates that Carroll County's licensing del,y will result ' n a two year 121'y in the fuel load datcc.

The table in .Tttachment I chows the originni and revised licencing review schedules. The two ycer delay results from the following two considerationn. First, it app 7 ara that due to the impacts of TMI, the PSAR docheting will ba delayed by one year. Second, Carroll County was originally intended to be reviewed under TUa:G-0292, "Muclear ?cuer ? lent Licensing:

Cpportunities for Improvement," which involved werking meetinga between the applicant and the MRC Staff before the PS?=2 was docketed. These working meetings wculd expedite the review by reducing the timo required frc= dccheting of the FS.in until a conctruction permit is issued. Mr. 2cyd indicated that once the Cnrroll County revia recumes, it would be unraalistic to believe the revicw could be conducted under nn expedited procccc.
