Dear Mr. MacKenzie:
I am pleased to transmit to you a few brief comments on the draft report "Some Long-Ter,m Cot 1 sequences of Hypothetical Major Releascs of Radio-activity to the Atmosphere from Three ftile Island", prepared for the Council on Environmer.tal Quality by Drs. Beyea and von Hippel.
In the time available we have not had the opportunity to conduct an exhaustive technical review and are ther efore unable to confim the accuracy or validity of quantitative results of tra calculations performed by the Princeton grou'p. Following are our comments:
1.
Although the authors refrained from undertaking a quantitative approach to the probability of release questions associated with each hypothetical scenario, some qualitative discussion of plausible or credible circumstances which might have to occur to produce such releases would be helpful to place the scenarios into perspective.
It would be relevant to discuss why significant quantities of the radiciodines and cesiums did not escape into the environment in the actual TMI accident, in light of the fact that such a significant part of the reactor core was subjected to considerable damage.

The language throughout the report used to characterize the consequences of low level radiation exposure could likely be understood by a lay reader as meaning that the indicated health effects would be the certain consequences of the I ~
