Dear Mr. Miller:
The Mecklenburg County Board of Commissioners wishes to evaluate the adequacy of our Civil Defense energency response capability in the event of a major disaster and specifically en event involving the transport of nuclear spent fuel into or through any areas of the County.
Our evaluation would be

greatly assisted by any findings that may be made in the current licensing proceeding. Tne Commissioners have expressed particular concern about the
' chain of authority and responsibility for public health and safety as well as public information.

It would be very helpful if we could have brought to our attention any parts of the record that may be developed regarding these concerns and emergency

During our phone conversation of September 18, 1979, relative to your letter dated August 13,_1979, concerning emergency response capabilities, I referred you to a portion of the transcripts from the Duke Power proceedings.
Although as I indicated, a full set of transcripts will be maintained at the Charlotte-Mecklenburg County Public Library, I am not sure of the timeliness of the availability of these documents.
Therefore, I have enclosed for your use that portion of the record as an effort to expedite a response to your concerns.
