Thermal Releases Thermal discharges resulting frcm the use of the seawater for cooling will have an imperceptible ef fect on the water temper-atures beyond the immediate vicinity of the outficw.
The ambient water temperature at the point where the discharge is 0
planned 86 - 90 F and the temperature across the condenser is 0
estimated at 14 F.
Calculations using site data obtained by Ebasco Services, Inc., and reported in the P:iPP-1 Invironmen'al Re po r t, show that for the total discharge from botn CWS and ESWS of 6 23,0 00 gym, the 1.S*F (1oC) isothermal cne (above ambient) is approximately 1100 feet from the discharge.
The Environmental Report states that no dele terious ef fects on sensi:ive marine systems (:.e. biota, coral ree:s, anc nursery grounds) are expected.

as discussed in this section, there are a number of significant questiens concern-the ing the likelihood of volcanic activity in the area and design features of sc=e of the rector facility structures which re=ain unresolved at this time.
The IAEA and the ?AEI have initiatej studies in these areas.
We feel that the envirencental report cannot be considered to be cc plete until this new information is available.

The report does not contain any infor:ation regard-ing plant security and the safeguards te be empicyed to en-sure the physical security of nuclear caterial at the plant.
We note that the International Ato:ic Energy Agency (IAEA) and the Philippines Ato:ic Energy Co==ission (?AEC) have identified certain areas in t:.e report as requiring addi-
