Gentlemen:

On September 6, 1979, the NRC Staff filed a motion to postpone the scheduled hearings in Phase II of the referenced proceeding because the Staff was unable to issue its Safety Evaluation Report (SER) on the proposed Control Building modifications.

In that motion, the Staff indicated that it would provide to the Licensing Board and parties weekly reports on the status of resolution of the open items and completion of the SER.

Today, questions directed to the unresolved concerns of the Plant Systems Branch with regard to the effects of the work on plant cperation were prepared and transmitted to the Licensee.

In addition, questions regarding the structural aspects of the proposed modifications were transmitted to the Licensee.

At this time, additional very detailed questions are being prepared on the balance of the unresolved concerns remaining af ter, or raised by, the Licensee's Septemter 5, 1979 responses regarding both the structural aspects of the pro-posed modifications and operation during modification work. These questions are intended to be the final questions from the Staff and, as such, they are being carefully prepared in order to assure that the depth and quality of the information which is being sought is clear so that there are ao misunder-standings in this regard and so that the responses are sufficier.t to allow independent confirmation of the adequacy of the proposed modifications by the Staff and full resolution of all remaining open items.
