R. H. Grier letter to W. G. Counsil Dated August 7,1979 Transmitting IE Bulletin No. 79-18 Gentlemen:

Millstone Nuclear Power Station, Units 1 and 2 Evacuation Alarm System In Reference (1), Northeast Nuclear Energy Company (NNECo) was requested to deter-mine whether current Alarm Systems and Evacuation Announcement Systeias are clearly audible or visible throughout all plant arcas and to initiate and describe the corrective action planned for deficient areas. This letter provides the required response to Reference (1).

A review of the effectiveness of the Evacuation Alarm and Paging System was initi-ated in early 1978 and is still continuing at Millstone.

Evacuation Alarm evaluation tests, conducted on September 26 and 29, 1978 because of deficiencies uncovered during routine system tests, identified several locations within the plant protected area where the Page and/or the Siren System were either weak or inaudible.

Sub-sequent plant design changes were initiated to upgrade both the Page and the Siren System. The upgrading included the addition of twenty-eight speakers and one siren, the relocation of three speakers and the replacement of approximately ten speakers with speakers of a larger cone size.

On March 7,1979, with the System upgradings complete except for the Paging System at one inaccessible area in Unit I and two warehouse buildings, an Evacuation Alarm and Page test was conducted to evaluate the effectiveness of the upgraded system. The Siren System was found to be audible at all locations except one ware-house building. The Page System was found to be weak or inaudible at four locations:

the two warehouse buildings, one location where the speaker was turned off and one high noise area.

Investigation of the high noise area, Unit II Tubine Building - Level 31'6", had several points which were " blind" to a paged message but still audible to the siren.

It is felt that this condition is acceptable because es cuation of this area for radiological purposes would be initiated by use of the diren.

'Mr.'Es'oyce H. Grier Presently we plan on installing a speaker in the Unit I inaccessible area during the next Unit I shutdown that is greater than three days and plan on extending the Paging System, which also transmits the siren signal, to the two warehouse buildings before December 5, 1979.

Further, by March 1, 1980, the Paging and Siren System will also be extended to three buildings, AAP/CAS, Refuel Outage Building and Radwaste Shipment Building, which are presently being erected inside the plant protected area.
